The Landlord proved the Tenant seriously impaired the safety of other tenants by starting a fire, but the damage was not undue or willful due to the Tenant's mental health issues. The Tenancy is allowed to continue with conditions that the Tenant not cause another fire or damage, and pay $186 owed to the Landlord.
Tenant's mental health issues led to the incident, but he is now in a good state with support. Damage was not undue.
